Pay Banding: I have not seen anything that addresses pay decreases or cuts. Thus, those that have been in service for long periods of time and have reached the higher grades and steps will remain at high pay levels even if their performance does not deserve such pay. If everyone is going to be promoted on the basis of performance then it seems to reason that the possibility should exist for demotion in the case of non or under-performance. If someone is a high performer for a period of years and then suddenly becomes a low or underperformer(could be for any number of reasons ranging from a change in personal situation to shear laziness) then that person should not continue to get paid as a top performer.
