Subpart H Appeals If an appeals system is to provide due process, then an independent third party must be part of that process. If an appeals board whose members are appointed by the Secretary of Defense is DOD's answer, then obviously DOD is either too narrowly focused to understand the advantage of due process or too arrogant and believe they can get away with a totalitarian type organization. Either way, the whole appeals subpart needs to be revamped to assure the transparent system DOD touts but is not providing.
