As a 25 year Federal Employee I have twice had promotions held up because of personal feelings of second level managers. The first time the manager did not feel that anyone should have a certain GS level for the work that was being done. It did not matter that there were dozens of people with the higher level already doing the work nor that regulations stated that the higher GS level was proper. HE did not PERSONALLY feel that it was right so people suffered when they put in for promotion. If I had worked for another second level supervisor I would have received a promotion easily. The second time the same supervisor was trying for a promotion based how how CHEAPLY he ran his division. Anyone who deserved a promotion or needed training suffered because he was putting himself above his workers and the Government itself. If NSPS is passed, then insane supervisor action like this will be rewarded and will grow immensely. Supervisors will be able to reward their pets and punish anyone who goes against their will. Even if the workers are telling the truth and doing what's best for the government they can be punished and the ass kissers who care less about their work can be rewarded. The supervisors will have immense power and the workers will have absolutley no one to protect themselves. Bottom line is this: The supervisors will be able to reward/punish workers based on their PERSONAL FEELINGS ONLY without fear of punishment because these actions will be totally legal.
