I am a Non-Appropriated Fund employee who has been in the pay band system since its inception. The original plan was a fantastic idea--hire skilled professional individuals at a pay rate commensurate with their skill and/or education. Unfortunately, this concept was not carried out. The lack of adequate oversight made it possible for management to set pay rates based on sexual favors or to settle EEO claims with no consideration for integrity, business accumen, education, or experience. If this system is to succeed, adequate oversight must be applied to management's decision to raise or lower pay rates. If used properly, the proposed system will allow the government to hire professional people at professional pay and eliminate the "getting your foot in the door as a GS-2 then spend the next 4 years filling out KSAO's and applying for different jobs."
