Reference- 9901.601 The proposed NSPS system proposes to eliminate an adversarial relationship between mgmt. and labor. The adversarial relationship is due to the strict military mind-set, compounded over the years by military retirees who move directly into the civil service system. That mind-set, which must be the heart of our great military, strangles creativity and assertiveness, and proactive people when applied to DOD civilians. I have spent the first half of my career in private industry, working for several outstanding organizations, after graduating with a business degree from a well known university. The past 17 years have been a stifling experience, to say the least. There is no emphasis on performance, only in carrying out orders, and agreeing with your "chief". These are the things we must change, not the system.
