Subsection (h) of section 9902 - this section has flags going off for me because who will be on this board? This NSPS has been drawn up by all management personnel. I did not read anywhere in this proposal that the workforce (worker bees) have been included in the decision affecting the workers. Proposed fixed: Why not add lower grade personnel to this board so management could have an opportunity to hear the other side of the story. (What I mean by lower grades are 9s and below) There are alot of problems with the system now but the way this is written will be a worse nightmare. Another issue comes under "Guiding Principles and Key Performance Parameters" "Fiscally Sound" - This section will not alleviate the favoratism that is going on now, it will make it worse because one or two individuals will have the power for advances, raises or even a worker keeping their job. I know what is trying to be done here and it sounds good and I even agree but decisions on individuals career should not be held by one person. Evaluations today are not truthful and it will not change under the new system either. One problem I see way too often here where is raters and senior raters do not have direct knowledge of the employees' work, it is given to the rater and senior rater by another individual. The rater should be the individual who the employee is working with 5 days a week 8 hours per day. I know you are receiving many comments on this issue but please, please, please look at this well. Right now it does look good on paper but it is going to be a nightmare because while you are writing these proposals keep in mind the dis-honest managers that are out here. It is opening up a system to promote and raise themselves. REMEMBER NDAA 2000!! It is a nightmare now.
