Comments on the supplemental information. If we were a private company, the highest performing Shipyard wouldn't be in fear of closing. If we were a private company there would have been several work stoppages/strikes over the years. If we were a private company we would be more concerned with making money then the safety and quality of our product. By the way, the private company (EB) is behind and overbudget on submarine repair. Apparently being a private company is not working to well for them! We are not a private company nor should we ever be treated as such. National Security is, in fact, at risk with these new requirements. What happens when the top performers are not actually rewarded, but the Boss' pets are rewarded? The top performers leave, this affects NATIONAL SECURITY! What happens when the questioning attitude goes away for fear of losing a pay raise? Shuttles blow up, airplanes crash, weapons don't perform properly, submarines are lost at sea, ships go dead in the water that is what happens. The very thing this change portends to protect is at risk. NATIONAL SECURITY is jeopardize greatly by these proposed changes. If I am the marine or soldier on the front line, do I want support from other active duty marines and soldiers or do I want support from disgruntled civil servants who have been forced to play marine or soldier, but without the benefit of protecting themselves with a weapon. NATIONAL SECURITY is threaten by these changes. If my country is truly in danger, you don't have to tell me what to do, I will be volunteering before you even ask for volunteers, I feel the majority of my fellow civil servants feel the same way. Makes you wonder who is actually behind these changes? I can't imagine a true American supporting these changes!
