As a long-time federal employee, close to 27 years, this is a formal objection to the National Security Personnel Act. For several years, since implementation of the 1978 Civil Service Reform Act, there have been major attempts to gut the protections afforded to federal workers. The NSPA is an example of further erosion of our rights as federal workers. By allowing annual pay to be decided by supervisors and managers, the Defense Department is returning the federal government to the spoils system. From looking at the current pay for performance regulations, they are confusing and will result in complicated pay provisions to workers. I only help I survive this debacle and will contact by Congressional officials to make every attempt to repeal this act.
