Subpart C: Pay and Pay Administration Pay using current market data and limits within pay bands will be an administrative nightmare unless congress intends no oversight for fraud, abuse of taxpayer dollars. Currently, under the merit system, overpayment of wages are easily identifiable. When this changes to hundreds of levels and amounts, how will overpayment be identified and stopped? I think DOD is complicating pay unnecessarily and not creating any kind of accountibility to the taxpayer. This section should be re-looked and DOD should be forced to provide a completed system that addresses this concern. If not, the whole system should be denied by congress and DOD should start over beginning with how this pay and pay administration is going to further national security or attract anyone of value to federal service.
