Comments:
Pay banding for special pay employees like 2210 series employees. By placing a 2210 in the third pay band at the current GS-12 pay rate you limit the over all pay that a special pay employee will ever recieve. In other words a normal GS-12 can and most likley recieve the same base pay as the special pay GS-12 thus removing the incentive for these employees to remain with government service. How do you plan to payband special rate employees?
