I am a Civil Service employee of 10 years. I wish that I had more time so that I could retire. One reason I was proud to be a Civil Servant was that I did not have to "pet and preen" my supervisor to advance in my career or to receive pay raises/cost of living increases. Everything was determined by pay grade. You do not have to worry about if your supervisor "likes you" or not. Now this administration is changing all of that. The PAY POOL is a very, very bad idea, especially since money can be taken from you based on how certain, select few persons SUBJECTIVELY decide your work performance. Where will the employee be allowed to have the Pay Pool Panel justify their actions/choices? Removing the union is a very, very bad precedence. It is a known fact that the President and Vice President are very big on contracting out jobs. Contracting out jobs does not guarantee lower prices nor that jobs will be done. If a job is not minutely detailed in the contract, then a job function may not be performed. A contractor will not work outside of their contract. Civil Servants often do. Firing and/or forcing out Civil Servants just puts these people out of work or working for the contractor. Who benefits? There must be another way to pay for the current and future war without this nonsense. The NSPS does not make any sense to anyone who reads the proposed guidelines. How can you merge GS and WS workers into job bands? Reading the position description should be a very big clue that this is not a good idea. Is the Department of Defense going into a profit organization? That is the only way that I can see the DoD competing with companies like IBM, MicroSoft, etc. and earn a profit which the money would then be fed into a kitty to pay employees in attempt to keeping highly skilled technicans? As for the senior DoD persons being the ones to decide this issue, shouldn't the worker bees have been consulted? Are the Senior DoD persons going to join this group, or are they exempt or grandfathered in? Please stop before any damage is done. Please do not, I repeat, do no implement this so called program. I am going to further make similar statements to my respective Senators and Congressmen. I am hoping that somebody with some sense will realize that comparing Civil Servants with the newly established Homeland Security is like comparing Oranges and Lemons, the two are nothing alike. Homeland Security should not be a model for DoD. DoD has been in existence for many, many years and they have proven themselves. Now you want to treat the Civil Servant as some fly-by-night person picked up off of the street like most of the Homeland Security folks (no offense to them intended). I have had my security clearance performed and do not understand this knee-jerk action.
