To Whom it Concerns This looks like another way for the government to save a lot of money at the expense of the federal employee. It also looks like the Brown Nosers and relatives of the bosses are going to get all of the money. This is the "Good Ol Boy" system re-created. It took years to put some degree of fairness in the GS system, you have removed all fairness with this system. This is a definite step backward to the "Who do Know" system.
