1. Step Increases, are being phrase out section: What guarantees if the base does not have funding for performance awards? I feel we still have the need for step increases, to protect salaries. Who is funding for the performance awards? OPM or The Bases? I personally feel that all employees should be place at there top step of their grade, during the conversion to NSPS. To be fair to all the employees. 2. Retirement Section: I'm real close to my top step, and retirement. I feel I will loose some retirement pay, and miss my top step. If NSPS falls into place before my retirement date. What guarantees do I have, that I will not loose my full retirement pay entitle to me under CSRS? 3. How will Retirement pay be figure? Since this is a new pay system. Will Federal Employees and Retirees, be entitle to cost of living raises?
