It does seem the NSPS found its own justification by the events surrounding the 9-11 event(s). I do not see anything in the proposed NSPS that would have prevented, precluded, warned about, or helped us to respond to the tragic events. I would suggest that better preparation should have started back in 1993 after the events of 2-26 and I seriously doubt the NSPS would have allowed it. It is quite interesting how much of the top-leadership personnel leading the organization of Homeland Security are now leaving their positions. Is that because of the new personnel systems they established???? Ha-Ha.
