Comments:
The regulations represent putting the cart before the horse. The Unions were not consulted when the Administration prepared these proposed rules. It represents only what the Administration wants. These regulations should be scrapped. The Administration should start over and follow the law by consulting the Unions from the very beginning. All these regulations show the hate and animus of management towards its loyal, hardworking, civil service employees.
