This pay banding will surely promote the "good old boy/gal" principle that is killing the advancement of highly qualified and educated people now. This will be even worse because there is no accountability for the decisions of supervisors in work assignments. Just give the money to your buddy/one you like. For an entry level person to come in and make the same pay as a five year employee for the same work is absolutely wrong! Interesting that the government always engages in practices that they would never tolerate in the private sectors. This is outrageous!
