Subpart C - Pay & Pay Administration - Sect 9901.301-.373 DoD shouldn't have the future right to lower overall payroll amounts. This will be terribly counter-productive. Not giving equal locality pay for all employees in the same locality is also counter-productive and unfair. The local labor market rarely reflects the reality of what it costs to live in a area.
