Would like to see a compromise between the existing system and the new system. There is valididty to ensuring that the performers are rewarded and they do not have to wait for years before being financially rewarded. If a new employee is hired for their experience and are a top performer they should be rewarded accordingly. However with cost of living increasing, Grade step increases maintain your standard of living, because Cost of Living increases don't, keep up with the cost of living. Maybe something like pay bands in 3 or 4 different year groups.
