The proposed National Security Personnel System (NSPS) proposal is, in it's entirity, a deceptive and mean spirited assualt on the Federal Civil Service System. As proposed, the NSPS will essentially eliminate years of collaborative collective bargaining rights earned by members of the Federal Civil Service. It threatens to return the Federal Civil Service back to the "Spoils System". Such sweeping legislation taking away the collective bargaining rights is not justified and there is no rightful basis for it's being proposed in the way it has been here. The great majority of Federal Civil Service employees are loyal, hard working, honest, and professional individuals dedicated to serving their government and country. This legislation portrays a message of disdain and lack of appreciation and respect for the federal employee. It is a poorly contrieved effort to essentially eliminate the Federal Civil Service System. A system that has served this country and it's government faithfully, professionally, and competently since it's inception. I am urging congress to take a close look at this uncalled for legislation and reject it in it's entirity and instruct the Department of Defense to come up with legislation that is in keeping years of collective bargaining precedent that will benefit both the employee and government in a more fair and equitable manner. The proposed legislation is shameful and an insult to Federal Civil Service Employee and the Federal Government.
