Page 7560 Federal Register, Vol 70, No. 29, Feb 14,2005. Annual Performance Based Payouts. I agree that the current pay system is outdated and has been tolerant of slackers in the past. This has always been a morale deflater, but slackers are in every workplace and come in many varieties. I don't see that focusing on the negative will improve the positive. I have worked with some extremely intelligent and highly motivated people in the govt and for the most part, the rewards have found their way to them. One of my major concerns is that the annual cost of living increase that is awarded to the federal employee has dwindled to a barely discernable amount, but it does help to offset the annual increase in health insurance premiums and the age based increase of life insurance. My understanding is that this increase will also go into the "bucket" for reward compensation. If that is true, then shouldn't there be a ceiling to our cost of premiums, or is this just another way to gouge the federal employee?
