My concern is 2 fold. First, are our raises dependent on how well the Command budgets for the next fiscal year? Now we hear there is no money available for upgrades to personnel already in then system. My second is more direct. This new system takes 2 steps backwards from we we are now. It will turn promotions into personality contests. The good ole boy syndrome will return mark my words. In theory, this program would be fantastic, but anyone who has worked for the federal gov't for any length of time knows programs like this havent a chance. The changes in civil service over the years in my opinion have been very degrading for the working force. As a professional in my field, I find it disheartning to not be able to trust my employer, meaning the federal gov't. Outsourcing has taken away job security we once had. Those in the position of authority dont seem to be as interested in getting a job well done anymore, just getting the job done as cheaply as possible. Those of us who take our jobs seriously, now find it hard to continue to support that way of thinking. Doing more with less has been abused to the point of not getting the job done correctly. We've cut back the payrolls yet Congress spends more money now than ever before, so where is the incentive to continue to save????? I'm afraid this is just another program to take from civil service and provide more for wasteful purposes. At least now the way the system is set up, there isnt any favorites played or at least not to the point that will eventually get to under the new system. Im glad I'm near the end of my career, 37 yrs worth, but those of you in position to make these decisions need to think about those who are just starting and those in the future.
