It did not appear that the pay banding rules have been specified. I have a concern that all employees must have a balance of both upside and downside pay potential based on performance. Given that an employee is a star performer, does this employee who is placed at the bottom of a pay band have much more upside pay potential than if the employee was placed at the top of a pay band? If all employees don't have a relative balance of upside and downside potential, the NSPS could result in major dissatisfaction from the civilian community. When will the pay band rules be established?
