Docket number- NSPS-2005-001 Supplementary Information: Page 7556, The Outreach to Employees – The overall proposed rule is very vague, it does not provide the details we were promised by Undersecretary Chu during a Town Hall meeting. In that meeting, the answer most frequently given to employees, by Undersecretary Chu, was “we do not have an answer because the proposed rules have not been published yet”. Many paragraphs within the rules contain statements such as “DoD will”, “DoD may” or “DoD will document in implementing issuances” (see 9901.212 a-d), these are not the definitive answers we were promised. I suggest that the proposed rule be re-written, to include specific information, and re-published for comment. For example (using the paragraphs cited above), how many bands will there be and what are the standards/requirements for each career group.
