Subpart B- Classification, Classification Structure, 9901.212. When creating the pay bands (e.g., an engineer being converted from a GS13, Step 10, the top pay as a GS-13, to Pay Band 2), please ensure the pay band is large enough to allow for performance payouts to permit recognition of these people. A pay band must not put these people against a ceiling, with no room to earn pay for superior performance. As in any category, you have many outstanding performers at the GS-13, Step 10 level. Don't demotivate them by giving them no capability to be rewarded. All people who are superior performers are not necessarily going to be offered promotions to the level 3 pay band. Solution: Allow the Level 2 pay band to have enough pay room to reward people above the traditional GS-13, Step 10 without the necessity to go immediately to Level 3 pay band. Alternative solution: Move GS-13, Step 10 employees into the Level 3 pay band, especially for those with demonstrated top ratings for the previous three years.
