General: Overall I like the idea of giving management flexibility in the employment of people and loosen the reins when it comes to utilization on the job. Subpart D: Performance Management. 9901.401 to 9901.409. Effective grievance procedures should be available to appeal unfair performance appraisals with an impartial third party. Subpart G adverse Actions 9901-701 to 9901.810. Due process demands that an independant body review major suspensions and terminations with allowance to modify proposed action to ensure fairness to the employee and management. Subpart I. Labor-managment Relations 9901.901 to 9901-929. Collective bargaining should not be neutralized and any grievance/appeal board should/must be selected jointly by management and the union. Utilization of personnel: Classification and utilization of civilian personnel should be similar as that used for uniformed personnel. The military services have used a job classification system which allows a broad tasking and more flexibility without having to reaccomplish a job description and reclassification/position rating being done. The principle of the supervisor having a tasking that must be done by his/her unit and that supervisor giving it to an assigned individual without being restricted because "it isn't in my job description" is sound and needs to change. I personnally have seen to much grief on that one subject.
