Comments:
My comments relate to the culture of the Dept of Defense and the possible negative impacts that go with the proposed changes. The agency I am employed with has a strong culture of openness, teaming and mutual assistance. In fact, collaborative products and perspectives are our key service. These types of products require an open flow of information. I am concerned that increasing the focus on individual performance may reduce teamwork and collaboration and sub-optimize the larger organization. This change seems inherent in the NSPS proposals and an underappreciated consequence. I am very concerned about this. Leave the present system largely as is.
