I have over 25 years of experience with the government as a civil engineer. Although most of my previous experience was in civil works design, I have recently made a voluntary move to Military Master Planning due to cutbacks in the civil works program and to prevent a RIF from occurring in the organization. If I had known that I was changing from an organization where I was considered a "nonsupervisory expert", to a position where I am considered "entry level" I would not have elected to take the new position (Classification, Subpart B). In this case doing what was best for the organization was not what was best for me personally. Where is the incentive to change jobs or to be flexible within the organization? Will I have rights to bump someone in my old organization who I have seniority? Otherwise, it appears that I have been involuntarily demoted.
