This is a bunch of crap! Talk about a flawed system for government personnel management! No matter how often they try, the (leadership?) DoD continues to believe that they are a component of a Fortune 500 company. Government is not driven by profit margin, they do not have qualifying metrics to measure employee contribution, and they do not produce a measurable product that can be quantified. This is the most significant error of leadership judgement I have seen in 39 years of federal service. While the stated objectives are commendable, it is the unintended results that will be the final legacy created by the changes found in NSPS. We have replaced experience with expediency, and NSPS will foster more of the same. From a person that is on the leading edge of personnel management and administration, I can tell you that within DoD, the leadership is not mature enough to be given the flexibilities found in the draft changes. These changes have been drafted by unintelligent, employees with very limited experience in the field, and less experience in advising management. We are on a very slippery slope, and extreme caution is called for. Watch out Rumfeld!
