I am concerned that the new pay for performance system may lead the civilian worforce back to the era of the 'spoils' system. "What mechanism will prevent this?" "What formal procedures will monitor rewards based on actual performance versus rewards based on political affiliation, networks formed outside of the formal power structure and/or ethnically motivated purposes?"
