I have worked for the U.S. Navy for over thirty two years. I have had both civilian and military supervisors. A lot of my past military supervisors have been ill equipped to manage a civilian workforce and are not around long enough to really manage a civilian workforce in a fair and impartial manner. Does NSPS make provisions on who will supervise whom. I see potential issues with civilians employees reporting directly to military supervisors with their pay being linked to performance. The Military bases everything on FITREPS and this gives them complete control of junior officers. Civilian employees may be great performers but lack some of the attributes the military requires which may lead to civilians being held to the same standards. I would not wish to report to a military supervisor under NSPS if my pay was linked to his/her decision.
