Just read over your proposed changes. This system sounds much like the system that we have used for several years at General Dynamics. This system does not work very well. Pay range for Bands is not posted. Documentation procedures for supervisors who want to take adverse actions are not documented. How will a supervisor have one source of guidance on how to do it? Adverse actions need to be swift and fair. It should never take a year to decide on what to do or how to handle the employee who breaks all the rules. Once a supervisor has notified the proper people above them of problems and has documented the problems in the proper manner action should be taken swiftly.
