Page 7579, Pay and Pay Administration -Subpart C, National Security Compensation: first sentence the words "maximum extent practicable is used. This paragraph addresses compensation for potential step increases and rates of promotion if employees had remained in their previous pay schedule for periods FY2004 through 2008. I would like some clarification on what is meant by "practicable". MY experience with the Government is that just waking up in the morning is considered practicable but we all know everyone doesn’t wake up. Bottom line is, are we the employees going to get compensation for these years?
