Comments:
9901.605(e) states that DoD will not establish competitive areas to target employees on non merit factors. Since competitive areas can be defined based on factors such as funding lines or product lines, the possiblity exists that a very small number of employees are in a competitive area. With this, how will DoD prohibit or be prohibited from targeting employees?
