Comments:
1. The proposed NSPS is not going to be fair to the lower ranking individuals and should not be implemented because subpart B-classification- no details are provided and that internal policies covering the classification system are to be issued in the future. If you don't have classifications in place how can you replace pay schedules fairly? Once classified an individual employee can request reconsideration but OPM's final determination on the classification is not subject to appeal. At time of conversion employees that are mid point to next step pay increase. 2. There is no guarantee that the best workers will receive a pay raise or that the pay offered will be fair or competitive. The buddy system will run rampant because employees that have been in the system long enough can manipulate the records so that the one they want will be promoted. After 25 years in the private sector, I have seen diligent hard workers made to look just acceptable and that would be the best assessment they could receive from their supervisors. There are too many cliques in civil service to be fair! 3. Performance payouts are based upon lump sum payment to the organizations. The trickle down bonus will be next to nothing by the time it trickles down to the lower grades. Once the higher grades take what they feel they've earned the lower grades will have to compete for the leftovers and this could cause strife in the lower grades. 4. There is no guarantee that you will receive a raise. 5. I am concerned about the possibility of being assigned anywhere in the world, even into a war zone, with little or no notice. I am responsible for caring for my family and my personal obligations at home. 6. There is no impartial appeal system to assure that everyone is treated family.
