I personally don't believe the changes proposed with NSPS will help the government in any way to become more competitive. The government is very political as it is and when you pay based on performance (who you know) then only the people that are seen will be rewarded. When one employee is rewarded more then another then that means there is less money left in this pot to give out. Since there is no way to set standards across the board in how an organization is to hand out promotions and pay increases, there hasn’t been anything published to-date on standards or what pay grades will be included into what bands. This all seems like it is being thrown together with out much thought to the future… seems like a near term solution to push the BAD people out and clean a little bit of the house…. If I wanted that treatment I could have gone and worked in the private sector… at least there I know who my friends and enemies are!
