What do the GS-1 through 15 grades equate to in NSPS Pay Bands? Condensing the 15 GS grades into 3 Pay Bands is quite a feat. i.e., GS-1=?, GS-9=?, GS-13=?, etc. And how can you tell who's in charge? With the GS grades replaced by Pay Bands, what is the identifier that says so-and-so is in charge?
