Time after time I see the phase DoD will issue implementing issuances. When, how and where are the “implementing issuances” going to come from? This whole document of proposed regulations has issuances and no clarification. How can a reasonable person be expected to make a determination on this proposal if the vital information on how the process will work is missing?
