Who specifically will determine the pay pool groupings? You do not state that. Will people from separate sections of a base be grouped together just because they are in the same series, even though there is no interaction between the 2 groups? The wording implies that the cost of living increase will also go into the pay pool. Will the cost of living increases be given to all employees rather than masking it as "applicable across-the-board pay increases" in the Performance Pay Pools section? Also in that section - what grade level will the pay pool manager be? This proposal lacks specific descriptions.
