Comments:
As a long-term DoD employee, this system represents NO advantage to the employee and ALL advantage to the government. There are no protections for any employee's legitimate dissent. These regulations will turn all federal employees into sycophantic yes-men in order to get a lousy 2% raise. The Department should be ashamed of itself
