Automatic pay raises insured favoritism played a limited role in employee affairs. Under the outline presented, supervisors can reward "friends" with unlimited pay raises and penalize others. Employees with over 10 years in grade are near the top of the pay scale. In many cases they are not interested or not favored for a promotion and under this proposal will receive little or no yearly pay increases. Older employees are penalized for their years of loyal service. As with FERS, proposed changes to pay, benefits and retirement are not to the employee's advantage. This proposal, on balance, holds nothing for the average employee. They can be fired easier and will receive smaller pay increases while the office dollies make out.
