The proposed regulations for NSPS that are in the Federal Register of 2/14/05 are absolutely ridiculous. To start off with, please check with OPM for the speech given by Ms. Kay Coles OPM Director. In her speech she clearly discusses the flexibility in firing federal employees and that good managers are able to do this. Again, it is based on GOOD MANAGERS. There in lies your problem, bad managers who do not want to do their job and want the easy way out. What an Oxi Moron seems managers are obviously the poor performers, let's hold them responsible. Have DOD look at their own guiding principles - accountability at all levels.
