Comments:
DOD has never explained why the proposed changes are necessary for Homeland Security. Why is nobody in Congress making them explain the impact, in fact why isn't someone from Congress overseeing such an extensive and impacting change to the personnel system. This has nothing to do with homeland security and never did have, please explain to me how it impacts security.
