Subpart A - guiding principle #1 - if managers can not discipline when OPM director Kay Coles say removing poor performers is accomplished by "good managers", yet at the Navy Town Hall at Great Lakes the Speaker clearly stated that 99.9% of federal employees pass their evaluations, yet they do not take action against themselves and remove themselves for not doing their job. This is creating a system to take care of the "good ole boys" that we have now, it won't change anything. This is the biggest fraud waste and abuse that I have seen in a long time.
