I am against any pay plan which gives my supervisor approval over if I receive a pay raise or not, and how much that raise would be. I have worked in the GS system since 1980 and have had many supervisors. Most of them were good to work for, but I have found out that most of them are only looking out for number 1. The higher you go up the ladder, the less they care for the rank and file worker. All I can see happening is that the supervisors will continue to get more pay, and the rank and file workers will be stuck with nothing. Most of my supervisors couldn't even get my evaluations done. I had to do my own and submit my own paperwork for QSI's and retention bonuses. If it were left to them I would never had gotten any of these bonuses. In fact at my last employer I was doing a PCS move, and they did not even inform me that I couldn't sell my house until the orders were officially cut. This cost me $9000 as I was unable to file for reimbursement of my realtor fees. It wasn’t like they didn't know about the regulations as they had just done a PCS move for another employee and they informed him prior to him selling his house. In my current position the guy who is my everyday supervisor could not even sign my latest evaluation. The deputy director signed it and I doubt he even knows what I look like, not to mention knowing how I perform my duties.
