Subpart A- General Provisions #3 - we are not a Public Agency, we are Federal Employees and therfore we are not open to public regulations on hiring. Just like with all the federal regulations they are different and have different rules. This is not about any of the things identified in their principle. By the way how are they going to do this. What does public employment principles of merit and fitness mean.
