Subpart A- General Provisions #4 Aggregate increases in civilian payroll, at appropriations level, will conform to OMB fiscal guidance. We already conform to OMB fiscal guidance. This is only for the overall payroll, it does not address an employees individual raise a raise that is currently approved by Congress and is fair accross the board. This does not address the issue of locality pay which is going to be set at the level of DOD and will be applied less than equitably accross the board for employees. In fact currently wage grade employees do not receive the locality pay and are set at a pay scale that is not consistent with the outside trades and Davis Bacon Work. Why have DOD refused to work with labor if they think what they want to do is fair?
