Subpart A- General Provisions #5 Supporting Infrastructure - definite changes are needed, but they should be all at the same time. When one change gets started it is already outdated. The government should coordinate their efforts instead of piece mealing new systems hear and there and not letting the agencies have a say in it, do it and by the way you pay for it. Clearly the investigations of the 911 commission pointed out our failures with the agencies and where are we today, same problems. We need a plan spelled out and implemented with the ability to incorporate new changes in the future, smoother transitions, less costly.
