How will such a system be sustained? To deliver on its promise, performance management based programs require funding that is untouchable by budget cuts. If not, the program has no credibility. With government benefits dwindling and the forecast even bleaker in the light of the necessary reduction of the federal deficit, changing to a system that shifts funds to a performance system is deceptive if that performance system is subject to the fiscal chopping block -- it becomes a convenient way to ultimately reduce compensation to federal employees under the guise of transformation. Experience has proven that financial incentives and awards are the fiscal leftovers or scraps in any federal agency’s grand plan.
