This all sounds wonderful, I'm just sorry to see that it won't be in place until 2009. I especially like to see that their will be an incentive to perform at a higher standard with regards to pay; and that we are not all lumped into the same pay increase every year. It will also be nice to speed up the highering process when you are made to PCS with your spouse.
