Subpart E - Staffing and Employment. I think that the intent behind NSPS is probably good but the method is faulty. I would've liked to see NSPS focus on the following areas (this regulation is too long and makes for difficult reading - kind of hard to review in its entirety): 1. Empower/entrust supervisors - Supervisors need a streamlined recruitment process. We've seen several re-organizations and improvement, but fill rates have still gone through the roof. Personnelists have not faced (or admitted to) this dismal reality. We often start recruiting 6 to 9 months prior to identifying a vacancy, yet we are barely able to fill positions in time to have a significant transition. 2. Focus on the HR employees - Lack of professionalism and accountability of the HR employees exacerbates the HR problem. 3. The combined impact of NSPS and SAW are weighing quite heavily on the shoulders of the civilian workforce.
